I've been thinking about getting iBurst. My neighbour gets around 300-400kb/s. If I get the Omni Antenna, will I notice a big benefit?

The omni serves to boost your signal so i would say.. uh YES!
Just remember with iburst it's more your frame error rate that holds you back so the less you get the better your signal quality and to a certain degree signal will be!

Not sure actually. But i do know that if it spikes alot over 5.00 then it's BAD BAD BAD!! higher will just be worse. but anything under that is fine.
Rememebr it will spike but it shouldn't do it all the time only in really bad weather and when iburst are being useless

Do you have a wireless pci card or dongle to connect to the a router that runs to your iburst??
If answer: yes then no!
If answer: no then yes!
If answer: yes then no!

Omni helps when you are in area with multiple towers at closer range,get a grid if you have great LOS to a single tower
